March 2024 Fuel Outlook
Canada – CN/US Exchange rates for the 1st quarter 2024 IFTA are: 1.3391 US
and.7468 CN.
Province liter changes are as follows:
- Alberta to .09 on gas and diesel
- Manitoba to 0 on gas and diesel
- Ontario to .147 on gas and .143 on diesel.
Federal Inflation Reduction Act was reenacted 2023. I have posted links for your review. The increase in 2024 includes both the OSLTF (.09/bbl); and the Haz. Substance Superfund (.164/bbl). It is .164/42bbl or .003905 if 100% Petroleum.
The new consolidated rate is .254 and with the inflation factor bringing the total rate to .26/bbl or .006191 per gallon! Only the Petroleum portion has the tax applied just as the FOSL Trust Fund does.
Also, after checking further, it is my findings that this now consolidated fee is able to be passed down as a separate line item on invoices as they both were in 2023 and prior.
Arkansas – Gas and diesel rates change Oct. 1, 2024
CA – City of Goleta in Santa Barbara County increased the sales tax rate by 1-cent for gas and diesel. The new sales tax rate will be .145 for diesel and .0375 for gas. This is the only change I am aware of.
CA –Carbon Cost & Fuel Fee rates are as follows:
- Diesel – CCC .44193683 x Emission Factor .010236952 = Fuel Fee rates of .004524086.
- Gas – CCC .34594398 x Emission Factor .008620302 = Fuel Fee rates of .003809629 (If you require any further information please email ghgreport@arb.ca.gov)
***Colorado – Rates to change in July 2024. No rate changes for January 1, 2024.
Delaware – There are three taxes that make up the 2023 new wholesale total rate 1.3247%.
These are:
- .675% Hazardous Substance Cleanup Act (HSCA)
- .3983% Gross Rec. tax
- .2514 Pet. Surcharge which totals the noted amount.
However, the HSCA tax went from .8389% to .675%. The total Retailer rate is 1.4218%.
Florida – The new diesel tax rate is (.374) and IFTA tax reporting rate is (.3947) which includes the cleanup fee of .02071. The gas rate .36525 to .42525; w/ IFTA gas rate at (.36525) per my best calculation. I am waiting for the State of Florida to announce specifics on the IFTA rates.
Georgia –State tax rates for diesel .362 and gas .323.
Georgia – Local/County % sales tax rates are computed and charged as ppg. State Average retail rate for diesel and gas has been at $3.00 since 7/1/22. Clay and Hancock County will go from 3% to 2% which equates to .06 for both gas and diesel.
